bq.same as the difference between when the app is submitted and launched? From
what I've seen, the application is registered in the RM very soon after it is
submitted.
This is not same. Essentially when u have max-am-percent is hit, APP will be
accepted state for longer time. Hence it depends on the scheduler by which it
can provide AM container sooner. Hence pending seems confusing and not accurate
name.
