Hi, [~templedf]
I think we can split the queue into three types:
1. Normal queue(The queue we currently use).
2. Disabled queue(The attributes are exactly the same as you think).
3. Exclusive queue(Make all sibling queues disabled).

I think this can perfectly meet my requirements, What do you think?
