The 002 patch:
- Adds docs for the update() method
- Makes {{ParameterizedSchedulerTestBase}} actually parameterized so that its
subclasses run with both FS and CS
-- Also minor fixes to some of the tests to get this to work right
- Does lots of refactoring to {{TestSchedulingWithAllocationRequestId}}, which
was using some wacky APIs and was very flakey with FS. I've cleaned that up
and gotten it to work with FS now.
