Thanks [~curino] for the patch. It looks good except for couple of nits:
* Can you remove the commented code in {{CapacityOverTimePolicy}} as now we
handle periodicity in {{RLESparseResourceAllocation}} transparently.
* Fix the remaining checkstyle warnings.
BTW I really like the {{BaseSharingPolicyTest}} refactoring.
