You would set it when you discover that you are having trouble because you are
using too much of a resource that YARN does not manage. I do not see this as a
hack, but as a useful check given that we can't expect YARN to account for
everything. We will not make fairness decisions based on it, so it will not be
similar to bringing slots back and will not be a substitute for using resources
that already exist.
What are your concerns? Is there undesirable behavior that you think it would
encourage?
