I wasn't referring specifically to that JIRA, more to the fact that tools
things were specifically partitioned aside and not put in the classpath by
default at least partially due to the additional dependencies those tools pull
in. HADOOP-12857 or something similar may make it easier to turn these on and
off for starting the nodemanager with the additional classpath settings though.
