v1 patch uploaded. For work preserving UAM restart (one with flag
{{KeepContainersAcrossApplicationAttempts}} in {{ApplicationSubmissionContext}}
set), we are not increasing the attempt id. Instead, RM directly allows the
{{registerApplicationMaster}} call and returns the list of running containers
of this UAM attempt back.
