Given that docker is alpha in 2.8.2, I agree with [~vinodkv] that we should not
backport this to 2.8.2, as it makes significant changes to the
container-executor. Nobody should even attempt seriously running docker on
2.8.2 without backporting most, if not everything that's in 2.9 and doing a
large security review over their configurations and setup. So, in my mind, some
docker code may be "in" 2.8.2, but it really isn't supported at all until 2.9+.
The only reason I can think of to put this in 2.8.2 would be to get the changes
to container-executor, but it's not obvious to me why we would need those.
