[~botong], I am preparing to commit the patch when I realized something; we are
adding work preserving restart for UAM and so should update the Javadocs
accordingly:
* In {{ApplicationMasterProtocol}} to call out that for UnmanagedAM HA, we do
allow re-register now, based on *ApplicationSubmissionContext#keepContainers*
flag.
* In getter/setter for *keepContainers* in {{ApplicationSubmissionContext}} to
say that UnmanagedAMs can now set it for work preserving restart through
re-registration.
