For #1. Done.
For #2. I prefer to add support once we have 2nd plugin.
For #3, it might be fine since this is cleanup instead of free().
For #4/#5, Done.
For #6, personally I prefer to keep it as exception because it looks like a
configuration problem: the configured gpu plugin won't take any effect, it's
better to fail fast instead of running with potential issues.
For #7, yes
