Description: Currently, NM can leave a starting container that is supposed
to be killed running if the kill event is handled right before the container
pid file is created. The relevant part of YARN-7009, namely, in ContainerLaunch
to send a kill event if container process is not found, needs to be backported
to branch-2 (was: The relevant part of YARN-7009 needs to be backported to
branch-2)
