I didn't test with YARN-7311. Did more tests. That issue happens only you
submit a job into a reservable queue named "root.root", doesn't apply to other
queues like "root.queueA". "root.root" is a corner case because its name
confuse FS. We should fix that as well. Otherwise, reservation queue seems work
for me.
