I don't see that we've ever had correct use of these error codes for the stop
operation. It does look like we used to have them for the get service status
operation, but that has been removed. In any case, having NOT_FOUND be the only
option for a failure to stop is a bug.
It does look like we used to return NO_CONTENT for most of the successful
update service operations, but now they have all been switched to OK except for
the successful stop operation (before this patch). I thought this was
inconsistent, but if it's really the only one that makes sense to have
NO_CONTENT, it's fine with me.
