[~jianhe] The title has been updated.  Description is also updated.  Flex 
functionality is in "/ws/v1/services/[service_name]/state".  However, the 
proper method to ensure flex operation persist upon service restart is to call 
"/ws/v1/services/[service_name]/spec" to update container numbers, then call 
"/ws/v1/services/[services_name]/state" to trigger the flex operation.
