Thanks [~leftnoteasy] for the patch.

Generally I am fine with the patch. Some more minor nits and suggestions.

# Could we print {{nvidia-docker-plugin -v}} some where from c-e or java side 
to dump version info. Helpful for debugging later.
# In {{GpuResourceHandlerImpl}}, {{usableGpus}} could be empty also. Its better 
to handle this case also.
# In {{DockerLinuxContainerRuntime#runDockerVolumeCommand}}, pls add container 
id also along with docker command logging.

Once this is done, I think we are good to get this patch in.
