Ran the perf test (TestCapacitySchedulerPerf) several more times. It looks like
previous reported performance is not correct:
Performance numbers of before/after the patch:
2 Resource types: ~55-56K
3 Resource types: ~43-44K
4 Resource types: ~41-42K
5 Resource types: ~39-40K
[~sunilg] are you able to reproduce this experiment? If yes, I think we're good
in terms of performance.
