Following up on [~subru]'s suggestion in
https://issues.apache.org/jira/browse/YARN-6704?focusedCommentId=16088357&page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel#comment-16088357,
storing the uam tokens in registry rather than NMSS, and recovering running
containers from RM directly. As a result, I am making YARN-6704 dependent on
this Jira, and refactor some UAM code changes to here, v1 uploaded.
