The findbug warnings as in
https://builds.apache.org/job/PreCommit-YARN-Build/18390/artifact/out/branch-findbugs-hadoop-yarn-project_hadoop-yarn_hadoop-yarn-server_hadoop-yarn-server-resourcemanager-warnings.html
are bogus. We should exclude it in
hadoop-yarn-project/hadoop-yarn/dev-support/findbugs-exclude.xml.
