Attached wip implementation which included tracking and look up cardinality by
app/container-tag for given node.
I can add reverse look up (get list of nodes by given criteria), but I'm not
sure which one is the immediate item which required by LP-solver
implementation. For a simple affinity/anti-affinity implementation, look up
cardinality by app/container-tag for given node should be enough.
