YARN-5652 tracks
TestRMAdminService.testRefreshNodesResourceWithResourceReturnInRegistration,
and
TestCapacityOverTimePolicy.testAllocation that I can not reproduce locally, is
unrelated.
I have addressed the checkstyle issue in the new patch
