Since this is important for debuggability, mark this as a critical and set
target version to 3.0.0. If we don't do this in 3.0.0, it will be considered an
incompatible change later in 3.1 etc.
[~andrew.wang], this is a trivial change, let me know if you have any
objections to this change.
