For the two unit test failures, TestNodeLabelContainerAllocation was not
introduced by this patch, trunk has the same failure as well, also
TestIncreaseAllocationExpirer cannot be reproduced in local environment, should
be an intermittent failure. Could you share your opinions [~leftnoteasy] Thanks!
