Had a second thought on this. 

Since we set queue's guaranteed resource to 0 temporarily. It's better to say 
an auto-created queue is using 10% of the originally guaranteed resource in the 
template instead of showing N/A % resource. So your latest patch is good. +1 
and will commit once Jenkins gets back with positive result.
