Since delay scheduling policy will be per-app, I think it should be fine if one 
app requests time-based and the other requests m-o-based. This will be fine to 
migrate apps from m-o-based to time-based since changing one app won't impact 
other running apps.

[~Tao Yang], 
Since both JIRAs may need the string-string map. I would prefer to create a 
separate JIRA to add the API instead of coupling two JIRAs together. [~sunilg] 
thoughts?
