[~cheersyang], This is a bit different. Node Constraints are attributes to a
node so that apps could ask for better placement by knowing attributes to
certain nodes.
Such attributes are not set from apps perspective rather admin could set it
manually or each node could run certain auto-scripts and update RM about that.
Hence it needs a manager to controls cli/rest based ops from admin OR from each
node AND also an interface with Scheduler's placement manager to provide
attribute info. I asked to make this manager's a bit generic to [~kkaranasos]
also so we could save a bit.
[[email protected]] is working on POC and has shared same. We will
discuss more on how we can do it common and could make it simpler
