[~chris.douglas], thank you for the suggestion. I would like to keep this jira
simple, all it is about is to ignore the timestamp check on downloads, if the
client specifies invalid, -1.
Talking about PathHandle, I agree it would be way more precise than the
timestamp and filename to specify dependencies.
