We certainly could do this, but is it really necessary? According to Docker,
volume format support is in API 1.21+

And according to [this
doc|https://docs.docker.com/engine/api/v1.26/#section/Errors], Docker has been
1.21 since 1.9.x. With the rapid rate at which Docker is evolving (new version
every 3 months that is only supported for 4 months), I'm not sure it's even
wise for us to support very old versions of Docker.
