Summary: Display allocation tags in RM web UI and expose via REST
API

Propose to display node allocation tags on RM. This will users to check
allocations w.r.t the tags. It would be good to expose node allocation tags
from:
* Web UI: {{http://<RM_ADDR>/cluster/nodes}}
* REST API: {{http://<RM_ADDR>/ws/v1/cluster/nodes}},
{{http://<RM_ADDR>/ws/v1/cluster/node/<NODEID>}}
