It will be a bit difficult to test that scenario explicitly since currently RM
restart kills all active applications and therefore won't really cover this
case until work-preserving restart is implemented. However I am updating the
restart/store tests to verify that the per-app-attempt master key is being
persisted and restored properly so we're prepared when work-preserving restart
is implemented. I will also manually verify on a secure cluster that RM
restart still works.
