[~billie.rinaldi] Thank you for the review.  I have added check for set 
capabilities to allow untrusted docker container to fail through instead of 
fail over.  Untrusted docker container will run with no capabilities.  System 
administrator decides what capabilities are granted for trusted containers 
using {{yarn.nodemanager.runtime.linux.docker.capabilities}} directive.  The 
patch is rebased for current trunk.
