Submitted [^YARN-7732-YARN-7798.01.patch] which has the reservation refactoring
removed to [YARN-7798]. I can't push branches, so it'll be unable to apply.
While refactoring, I discovered a bug with reservation creations that occurred
when there were no mappers or no reducers. That's been fixed in YARN-7798 (and
rebased into this patch).
