We are hitting a consistently failing test
{{testAMContainerAllocationWhenDNSUnavailable}} in {{TestContainerAllocation}}
on our branch-2.7. Tested YARN-3564 locally, which looks to be fixing this
test. Filing this jira to backport to branch-2.7.
