I think this concept is useful for caching accesses to the State Store; right
now you are relying on the caching at the State Store Facade in the Router,
right?
In addition to the REST interface, it might be useful to do the equivalent in
RPC. It might be simpler to start with the RPC actually to get rid of a lot of
the Web specific stuff.
