To implement YARN-4486, we will need SystemClock class and its dependent Clock
interface to set request time in ResourceRequest (in hadoop-yarn-api package)
object creation. As of now, those class are available in hadoop-yarn-common
package, which can be moved to hadoop-common package so that it can be used in
ResourceRequest class
