- Rebase patch to YARN-7516 commit.
[~ebadger] Do you mind to do the review for this one first? I have YARN-7221
line up to commit after this one. All changes are happening on the same test
cases, which made the changes tedious. It will help a lot to review in the
same order. Thank you.
