This was broken when YARN-6128 was committed.  Oddly enough, the Jenkins run 
did not complain about the Javadoc error.  Looking at the branch-2 patch on 
that JIRA, I see UnmanagedAMPoolLauncher had an import for 
ApplicationSubmissionContext but somehow that import was not part of commit 

[~subru] any idea how the import of ApplicationSubmissionContext was dropped 
when YARN-6128 was committed to branch-2?
