It's true, the preserving order approach would require frameworks to opt in by 
providing a map that preserves order. I agree we shouldn't change the API to 
force frameworks to opt in, but I wouldn't have a problem with frameworks 
needing to make a change if they want to preserve order. On the other hand, I'm 
not against detecting dependencies if we decide we want to go that way.
