Patch for branch-0.23. [~vinodkv] could you take a peek at it?
All of the tests in mapreduce-client-app, yarn-common, and
yarn-server-resourcemanager pass after this change, and I manually tested it
on a secure cluster with the branch-0.23 patch from MAPREDUCE-5475 to verify
ACLs can be implemented properly.
