Before you commit, I just wanted to bring your attention to YARN-6826
where we were trying to make changes to the NMSimulator to actually simulate
how the NM would preempt an OPP container.
It looks like you are not attempting to do that in this patch - if so, we
should be right ? Am thinking we should merge that with this patch.
Thoughts ?
