V2 patch uploaded which is based on the idea I gave in upon comment. Implemented
# ns:self/<tag>
# ns:app-id/<application-id>/<tag>
# <tag>

Other forms are TODOs. If you are disagree with the proposal please also let me 
know, I think the patch illustrative the logic how we handle tags with 
namespaces, but not tightly coupled with what the format is. So please take a 
look at the patch, and let me know your thoughts. Thanks.
