Uploaded v7 patch, diff with v6
 # Added {{TargetApplications}} class which is used by 
{{AllocationTagNamespace#evaluate}}, so each namespace type eval are both 
required. This should be more consistent now.
 # Added test case {{TestAllocationTagsNamespace}} to provide UT coverage for 
AllocationTagNamespace
