Add command for admin to manager global placement constraints, such as add,
remove and list. This will be exposed via, for example

yarn rmadmin -placementConstraint [ -add -t <tags> -c <pc> | -remove -t <tags>
| -list ]
{code}
expose to use this JIRA to add API/proto changes.
