Thanks [~yufeigu] for looking at this JIRA,
I discussed with Sandy long time before on YARN-3635 when introduce the common
scheduler queue mapping interface. It has slightly different semantic comparing
to Fair Scheduler's queue mapping: Plz see my comment

for more details. I also included works need to be done to use this new API in
FS.
