The current approach looks good. Unit tests ran fine. We need to add to
hadoop-yarn-services-api to have a REST API and hadoop-yarn-client CLI to
perform upgrade. I think the version number would be better to be a integer
and auto-incremented when actionUpgrade is triggered.
