[~eyang], for all modifications to a service in a service collection, PUT is 
the HTTP verb we use. We don't need any more verbs. Since there are multiple 
different modifications expressed through a single verb PUT, we need to express 
the desired state or explicit property we want to change (like lifetime). This 
is very similar to say what Ambari uses - state INSTALLED to stop a service and 
state STARTED to start a service.
