To let resource manager run long running applications you must set the property
yarn.webapp.api-service.enable to true, as described in
http://hadoop.apache.org/docs/r3.1.0/hadoop-yarn/hadoop-yarn-site/yarn-service/QuickStart.html.
By the way, on the documentation, it is indicated only in the REST API section.
I think it is useful to add this configuration also in the first section of the
quick start guide
