Hi [~sunilg] , thanks for your comments, I think here is one thing I need to do
to improve the patch, This UT is not siutable inside
TestProportionalCapacityPreemptionPolicyForNodePartitions since it's not
testing preemption with Node partitions. I'll create a new test class and put
the test in.
