ATS1 or ATS1.5? YARN-7266 happens to be in ATS1.

In ATSv2, we have different APIs to use based on criticality of entity 
information. There are 2 API's provided. a.) sync and b.) async. Sync API's 
critical events to publish such as state transition events. These are mandatory 
to store in back end. 
Async events are somewhat not critical information. Async implementation does 
same way what this JIRA is proposing. 

bq. is there any severe side effect (like causing failures, etc.) of losing RM 
metrics data?
Currently RM publishes events in separate dispatcher in either of version i.e 
ATS1/2.0. So should not be a problem in ATS2.
