Thanks Bikas. I am uploading a patch that addresses all your comments.
As commented on YARN-1165, figured out a way to make sure the RMActiveServices
are always inited so the tests pass.
Yet to add the configs to yarn-site and test if the previous instances are
being GC'ed on a pseudo-dist cluster.
