[~wilfreds] I have uploaded an updated patch version, this changes the return
value of removeEmptyIncompatibleQueues() to return if the queue or any of its
parents was removed. I have refactored updateAllocationConfiguration, I have
extracted a new method: ensureQueueExistsAndIsCompatibleAndIsStatic, in which:
we remove incompatible queues, create the queue if it didn't exist or have been
just removed, and set the queue to static (regardless if it already existed or
has been just created), since both new and existing dynamic queues need to be
set to static.
(The test failure is unrelated).
